The spectre of the Polish plumber and his Eastern European construction industry colleagues has been invoked as a threat to jobs in various European countries for 20 years. The "posted worker" – an EU citizen who, for a limited period, carries out his work in a member state other than the one where he usually works – is accused of stealing local jobs and driving down wages. But are these claims justified?
